Creamy vegan panna cotta is straightforward to make with full-fat coconut milk, tapioca starch, and maple syrup—no gelatin or agar agar required! A few minutes on the stovetop and an hour in the refrigerator turn three pantry ingredients into an elegant, dairy-free dessert.

Introduction
I love custard, and panna cotta is one of my all-time go-to desserts. It is a classic Italian dessert, that is cool, creamy, and gently sweet. It is also just the sort of dessert I want when friends or family are coming over: something I can make ahead and finish with a little fresh fruit.
Traditional panna cotta relies on dairy cream and gelatin. For my plant-based version, I use full-fat coconut milk for richness and a small amount of tapioca starch as the thickening agent. No gelatin, no agar agar, and no special trip to the grocery store for an unfamiliar ingredient.
The base needs only three ingredients, plus water, and takes about ten minutes to prepare and cook. Pour it into little jars, glasses, or ramekins, then give it at least an hour in the refrigerator. You can make it a full day ahead, too. Add berries or a spoonful of fruit compote just before serving, and dessert is ready.
Why You’ll Love This Recipe
- Creamy and gently sweet:Full-fat coconut milk gives the dessert richness, with a little maple syrup for sweetness.
- Three pantry ingredients:Coconut milk, tapioca starch, and maple syrup do the work; water and an optional pinch of salt round out the recipe.
- No gelatin or agar agar:A plain starch-thickened mixture sets in the refrigerator without gelatin, agar-agar powder or agar agar flakes.
- Vegan and allergy-friendly:Egg-free, dairy-free, gluten-free, and made without tree nuts such as almonds or cashews. Coconut is a key ingredient.
- Grain-free and oil-free:The tapioca version contains no grains or added oil. The cornstarch alternative is not grain-free.
- Straightforward to make ahead:Prepare individual servings a day ahead and add your go-to toppings before serving.
Ingredients
The exact amounts of each ingredient are indicated in the recipe card at the end of the post.Toggle betweenUS Customary(volume) andMetric(weights) for preferred measurement option.

- Full-fat canned coconut milk:My choice for a rich, creamy panna cotta. It gives the dessert richness, similar to the heavy cream used in traditional recipes. Use canned coconut milk for the base. Lower-fat plant milks make a less rich dessert.
- Tapioca starch (tapioca flour):Two names for the same ingredient. It thickens the coconut milk mixture without gelatin or agar.
- Maple syrup:Adds gentle sweetness and flavor. Adjust it to suit your taste. See alternative options in the Substitutions section at the bottom of this post.
- Water:Mix it with the starch to make a smooth slurry before heating.
- Optional sea salt:A small pinch enhances the flavor and sweetness.
How to Make Vegan Panna Cotta
Note that the complete instructions are also in the recipe card below.

- Make the slurry.Whisk the tapioca starch and water in a small bowl or measuring cup until completely smooth.
- Combine the ingredients.Add the slurry, coconut milk, maple syrup, and optional salt to a medium saucepan.
- Cook until thickened.Cook in the pan over medium-low to medium heat, whisking continuously, until the mixture resembles semi-melted ice cream. Do not bring it to a boil.
- Portion and chill.Immediately pour the panna cotta mixture into three small ramekins, jars, or glasses. Refrigerate for at least one hour, until set and thoroughly chilled.
- Add toppings and serve.Finish with fresh fruit, compote, or another topping of your choice.

Taste and Texture
Full-fat coconut milk makes a rich, creamy dessert with a coconut flavor and gentle maple sweetness. The chilled mixture is soft and spoonable. Serve it right in its jar, glass, or ramekin, with a topping that complements the coconut.

Storage
- Refrigerator:Store in the fridge for up to 3 days. After the first day, loosely cover with plastic wrap or foil.
- Make ahead:Prepare a day before serving and add toppings when you are ready to serve.
Serving Suggestions
Fresh berries are a plain, colorful finish that complements the texture and flavor of the panna cotta. Try raspberries, blueberries, blackberries, diced strawberries, or pomegranate arils. Diced banana, kiwi or mango are satisfying and straightforward options, too.
For a little more flourish, spoon fruit compote or coulis over each serving. I like to make a plain mixed berries sauce with defrosted frozen mixed berries with a little bit of maple syrup. A dusting of unsweetened cocoa powder, a drizzle of vegan chocolate sauce, dark chocolate shavings, or a little extra maple syrup are other straightforward options. It is hard to go wrong!

Flavor Variations
ClassicVanillaStir in 1/4 to 1 teaspoon pure vanilla extract after cooking. For vanilla bean flavor, simmer half a vanilla bean in the coconut mixture, then scrape its seeds into the mixture and remove the pod. Alternatively, stir in 1 teaspoon vanilla bean paste after cooking.
CoffeeAdd 1 teaspoon instant espresso powder or 1 tablespoon instant coffee to the saucepan mixture. For brewed coffee flavor, replace some or all of the recipe’s water with dark brewed coffee, keeping the total liquid amount the same.
Warm SpicesAdd a pinch to 1/2 teaspoon cinnamon, cardamom, allspice, nutmeg, or pumpkin pie spice to the saucepan mixture before cooking.
Flavored Extracts or citrus zestsStir in 1/4 to 1 teaspoon orange extract , lemon extract, almond extract, rum extract, or brandy extract after cooking. Alternatively, add 2 teaspoons of finely grated lemon zest, lime zest or orange zest. You could also whisk in a tablespoon of freshly squeezed lemon juice, lime juice or orange juice after thickening the panna cotta mixture.
Tips for Success
My tips for creamy panna cotta- Start with a smooth slurry.Whisk the starch and water until no lumps remain before adding them to the saucepan to ensure a creamy texture.
- Use gentle heat.Keep the heat at medium-low to medium and whisk continuously. Do not boil the mixture.
- Watch the texture.Look for the consistency of semi-melted ice cream rather than cooking by the clock alone.
- Have the serving dishes ready.Pour the thickened mixture into them immediately after cooking. Use tempered glass jars or dishes, or use silicone cups or silicone molds. You can also pour the entire mixture into a heat safe airtight container and spoon out portions once chilled.
- Allow the full chilling time.Give the panna cotta at least one hour in the refrigerator to set and chill thoroughly.
Ingredient Substitutions
Options and their limits- Cornstarch:Use an equal amount in place of tapioca starch. The dessert will still be vegan and gluten-free, but it will no longer be grain-free.
- Arrowroot:I have not tested arrowroot in this recipe. I suggest cornstarch if you need a tested alternative to tapioca starch, I have not tested other thickeners.
- Other plant milks:Oat milk, soy milk, almond milk, or cashew milk can be used, but lower-fat milks produce a much less rich, creamy dessert (since the milk is the main ingredient). Coconut cream is likely too thick to use in place of the coconut milk. Keep any grain or nut ingredients in mind when choosing a replacement.
- Other sweeteners:Use an equal amount of agave nectar, coconut sugar, or cane sugar in place of maple syrup. Adjust the sweetness to taste.
- Potato starch:I have not tried it, but one reader reported success using potato starch with about an extra teaspoon. I recommend tapioca starch or cornstarch.
Frequently Asked Questions
How does vegan panna cotta set without gelatin or agar agar?Tapioca starch thickens the coconut milk mixture on the stovetop. After the thickened mixture chills, it becomes a soft, creamy dessert you can eat with a spoon.
Are tapioca flour and tapioca starch the same?Yes. Either name is fine for the ingredient used in this recipe.
Can I make it without coconut milk?Yes, but the richness changes. Lower-fat plant milks will set, but they make a less rich dessert. I have not tried it, but readers have also reported success with higher-fat oat milk and with almond milk combined with kitchen-made cashew cream.
Can I make more than three servings?Yes. Multiply the ingredient amounts for the number of servings you need. Use a saucepan that comfortably holds the mixture, whisk continuously, and cook until thickened.
Is it ready in ten minutes? The preparation and stovetop cooking take for this vegan panna cotta recipe takes about ten minutes. Allow at least one additional hour in the refrigerator before serving.
Can I make it the day before?Yes! I like panna cotta as a make-ahead dessert. Prepare it a day before serving, refrigerate it, and finish with toppings before serving.

Notes
Storage: Store the panna cotta in the refrigerator for up to 3 days. Suggested Toppings Fresh Fruit: Berries or chopped fruit (e.g., blueberries, raspberries, diced banana, pomegranate arils, or diced strawberries). Fruit compote or fruit coulis Dusting of unsweetened cocoa powder Chocolate: A drizzle of chocolate sauce or a sprinkle of dark chocolate shavings. Maple syrup : An extra drizzle of maple syrup on top. Flavor Add-In Suggestions Coffee: Add a tsp of instant espresso powder or a tablespoon of instant coffee, or replace all or some of the 2/3 cup water with dark brewed coffee. Extracts or Zests: Add 1/4 to 1 teaspoon of vanilla extract , almond extract, orange extract, lemon extract, rum extract or brandy extract. Spices: Add between a pinch to 1/2 teaspoon of your go-to spice, such as cinnamon, cardamom, allspice, nutmeg or pumpkin pie spice in step one. Using Other Milks: You can use other milks, but the results will be far less creamy. Panna cotta is meant to be very rich (it is made with heavy cream). Coconut milk closely resembles the thickness. Lower fat milks, such as oat milk, soy milk or almond milk, will set up properly, but the panna cotta will be far less thick and rich. Maple Syrup Alternatives: Use an equal amount of the sweetener of your choice, such as agave nectar, coconut sugar , or cane sugar . Is there an alternative to tapioca starch ? Yes, you can use an equal amount of cornstarch or arrowroot .
